1° Implementing government policies

2° To disseminate the regulations and decisions of the Council of the Commune of Garoua-Boulai and to call upon the administrative bodies of the Commune of Garoua-Boulai and the population to comply with them;

3° Prepare the strategic development plan and its implementation and submit it to the Board for approval;

4° Prepare the draft budget of the Commune of Garoua-Boulai and present it to the Council of the Commune of Garoua-Boulai for approval of the budget;

5° Monitor budget execution and submit a report to the Board; ;

6° Implement strategies to ensure the safety of people and property;

7° Prepare and implement the master plan for land use and urban development, the local land use plan, the specific land use plan and the subdivision plan for the Commune of Garoua-Boulai, in accordance with the laws in force

8° Promote and monitor investment activities in the Commune of Garoua-Boulaï

9° Promote infrastructures and urbanization in the Commune of Garoua-Boulai and monitor their management;

10° Provide guidelines for infrastructure development in the Commune of Garoua-Boulai;

11° Ensure the implementation of programs and strategies relating to social protection and economic development and monitor their implementation;

12° To approve the sale of movable property;

13° To submit to the Board of Directors items it deems appropriate for inclusion on the Board's agenda;

14° Implement the resolutions resulting from the collaboration between the Commune of Garoua-Boulai and the other government bodies operating in the Commune of Garoua-Boulaï

15° Prepare and submit quarterly and annual activity reports to the Garoua-Boulai Commune Council, with a copy to the Minister in charge of local government;

16° Recruit personnel for the Commune of Garoua-Boulai and oversee personnel management in accordance with applicable laws;

17° Take decisions relating to personnel management;

18° Submit to the Board a quarterly report on the implementation of Board decisions;

19° Carry out any other tasks entrusted to it by the Board.
